I don't think AO3 has a policy about this at all, currently, do you think there should be? I'm never sure if the authors are doing it because they're unfamiliar with the process for adding new chapters (a lot of them seem to be from FF.net) or to... idk increase total kudos count? Total works produced stats?
I feel like there should be something - at least in cases where people are posting new "stories" with titles like "Chapter 1: Yadda Blah" and "Chapter 2: Blah de Yadda" etc.

It can be kind of annoying, especially if it's dozens of short chapters. But honestly there's not much an archive can do. I post to some archives which have a specific rule against posting chaptered work as individual stories, but the writers do it anyway, and just say it's a series. And short of mods/owners directly calling users liars, there's nothing they can do about it, and it would only cause wank and bad feelings if they did that.
Probably the only way to discourage it, would be if people didn't kudos/comment on the later chapters, most people want feedback, and so if they realised their posting choice was actively putting people off, they might change.
One of the problems with splitting fic that way is that you can't download the whole story in one go, I like to download long stories to read off line, (and then come back to comment when I'm done) but I probably won't bother if the story is split into multiple parts.

If ff.net can ban it I don't see why AO3 can't, they've actually got real staff and everything.

Granted, not always, but I assume if you're naming your "fics" as "Chapter 1..." and "Chapter 2..." etc, or if you're posting them onto FF.net as chapters of a single fic, that would be an easy decision to make. Anyway, like nonnie said, FF.net does have the rule. Most of time, even just having a rule like that can make a difference in people making a choice to deliberately do something that they now know is against the rules.

Hm, interesting. I don't use ff.net much, so I wasn't aware of it. And I've never actually seen anyone posting separate stories as Chapter x, so I hadn't realized it was a terribly pervasive problem. But in that case, I would support a rule against it.
